Questions for RFP 3-111-14

1. The annual audit for contract compliance is not clearly defined.  What will this entail?

Answer:

PCA will review Member/Contractor activity against the PCA Contract and any subsequent addendums agreed to in writing by both parties, including:

  • Verify use of applicable contractor pricing.
  • Verify inclusion of bonds, permits, and special insurance estimated and actual costs.
  • Verify that the cost of the bond was reconciled at the end of the project.
  • Verify that administrative fee was included in overhead costs and did not show up as a line item in the cost estimate or on the final invoice.
  • Identify and understand the application of any approved cost adjustment factors.
  • Verify sum totals are correct.

2. Will it be acceptable to provide U.S. Longshoremen and Harbor Workers Coverage as required for each project?

Answer:

Yes, only if it is required and requested by the member for the individual project. Special required insurance is a pass through expense on the invoice to the customer.
