Questions for RFP 3-115-14
 

1.  Regarding the RFO, on Page 3 under notice of intent it states solicitation is for "Rental" , on page 42 under Scope and Specification, again the referral is for "Rental"; Page 44 under Specifications, again  reference is to "Rental".

However on Page 44 under Delivery section there is a reference to FMV lease, also on page 45 under Maintenance section, Supplies section. Again on Page 46 there is a section for "RENTAL TERMS". Can you please clarify if you the solicitation is for a Lease or Rental?

Answer:

We apologize for the inconsistencies. As 'lease' and 'rental' have different connotations, please present both scenarios in your response. If your company only does one or the other, that will be your response.

2. (A) Confusing instructions for the Conflict of Interest form, page 32. 
    (B) What is the electrical aggregator on page 45.

Answer:

(A) Corrected to: If no conflict of interest exists, you must fill out Box 1 and Box 3 with "N/A" on the CIQ form, then sign and date the form.
(B) Please line through the sentence re the "electrical aggregator" on page 45. It was included in the solicitation document in error.

3. What is the pricing structure/term for this reponse?

On page 16 under Term of Contract it states the initial Term of this contract is for a period of one year, with option to renew for four additional one year terms, with the total term for a period of five years. Then on page 50 under Pricing Tab, it states the pricing structure for this proposal is for FMV Leases, 24, 36, 48 and 60 months.

Answer:

The contract award is between the awardee and Region III Education Service Center. The initial term is one year with four additional years automatically renewed (unless terminated) for a total of five total years.

The leases are negotiated between the awardee and the member for whatever term is agreed upon between the two. The lease may start anytime during the term of the contract before the contract term ends.
